Guidelines

The following Guidelines explain how civil rights laws and Department regulations apply to vocational education programs. They are issued as a result of injunctive orders entered by the United States District Court for the District of Columbia in Adams v. Califano. They are also issued because the Department has found evidence of continuing unlawful discrimination in vocational education programs.

Legislation

  • 34 C.F.R. Part 100 (pdf)
    Implementing Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, or national origin in all programs or activities that receive Federal financial assistance.
  • 34 C.F.R. Part 104 (pdf)
    Implementing Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of disability in all programs or activities that receive Federal financial assistance.
  • 34 C.F.R. Part 106 (pdf)
    Implementing Title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in all education programs or activities that receive Federal financial assistance.
  • 34 C.F.R. Part 110 (pdf)
    Implementing the Age Discrimination Act of 1975, which generally prohibits discrimination on the basis of age in all programs or activities that receive Federal financial assistance.
  • 28 C.F.R. Part 35 (pdf)
    Implementing Title II of the Americans with Disabilities Act of 1990, which prohibits discrimination on the basis of disability by public entities.

Illinois Sex Equity Administrative Rules

  • Title 23, Ie, Part 200 (pdf)
    This section of the Illinois Administrative Rules specifically prohibits discrimination in Illinois school districts on the basis of sex and pregnancy or parenting status.
  • Title 23, Ie, Part 1.240 (pdf)
    This section of the Illinois Administrative Rules specifically prohibits discrimination in sports programs in Illinois school districts on the basis of sex.
