On July 31, 2018, the 2006 Carl D. Perkins Career and Technical Education Act was reauthorized as the Strengthening Career and Technical Education for the 21st Century Act, know in the field as Perkins V. The purpose of this Act is to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in CTE programs and programs of study. The Act also emphasizes alignment between the education and workforce systems, strengthening connections between secondary and postsecondary CTE programs, and engagement with stakeholders at a state and local level. Perkins V also reaffirms and renews federal commitment to serving groups who have traditionally been underrepresented in CTE programs, known in the Act as Special Populations.
