Much has been said at webinars throughout the 2020-21 school year about this legislation,
which has changed many times during the 102nd General Assembly process. With the
expectation that HB 4o and HB2748 will both soon become law, the Illinois State Board of
Education is developing guidance for school districts on implementation. Where do these bills
stand now, and what do we need to know and plan for this summer? Attend this session to hear
from attorneys Brandon Wright and Teri Engler and from Barbara Moore, Director of ISBE’s
Special Education Department on these and other questions.

Presenters:
Teri Engler
- Teri Engler is a founding partner at Engler Callaway Baasten & Sraga, LLC. For nearly
four decades, Teri has concentrated her school law practice in the areas of special
education/disability law and other student issues and has represented school districts
and cooperatives throughout Illinois. She is currently a member of the IAASE’s Legislative
Committee and Chair of the Illinois Council of School Attorneys. Teri has previously
been an Adjunct Professor at Loyola University’s School of Law and Graduate School
of Education, and has served as a member of the Illinois Attorney General’s Special
Committee on Special Education, the National Louis University Special Education
Advisory Board, and numerous other professional committees and organizations in the
fields of law and education. She regularly lectures on special education and other schools
law topics at local, state, and national conferences, seminars, webinars, and training
programs, and has frequently been recognized by Chicago Magazine as an “Illinois Super
Lawyer” in the area of schools and education.
Brandon K. Wright
- Brandon K. Wright is a partner in the law firm of Miller, Tracy, Braun, Funk & Miller, Ltd.
in Monticello, Illinois. Brandon graduated with a B.S. in Speech Communication from
Southern Illinois University, Carbondale (2001), and a master’s degree in educational
administration from the Department of Educational Organization and Leadership at the
University of Illinois (2004). He received his Juris Doctor from the University of Illinois
College of Law (2004).
Barb Moore
- Barb Moore is the Director of the Special Education Services Department at Illinois
State Board of Education (ISBE), and leads the department in fulfilling its regulatory
requirement of providing general supervision of special education programming in Illinois
school districts. Prior to joining ISBE, Barb worked for over 25 years in the public school
sector as a director of special education in an elementary district, a director in a special
education cooperative, a principal of a public therapeutic day school, and a school
psychologist. She has experience with providing services and supports to students with
disabilities from preschool through age 21 in public and private educational settings. Barb
has a Masters degree in Educational Organization and Leadership and a Specialist degree
in School Psychology. Throughout her career, Barb has provided professional development
to school personnel on a variety of special education topics.
